I saw this guy, and he was distraught because he had lost his euro coin, which meant a lot to him, and I wanted to surprise him with a new euro coin. Can I bring in 1.08 and exchange it for a single euro, or do I need to call ahead? Is it worth the hassle?

Although it is evident that you desperately need to help a person, most banks do not exchange coins, including euro coins. They typically only handle banknotes due to the logistical challenges and costs associated with coins.
If you still want to get a euro coin, you might consider Local Currency Exchange Services. Some specialized currency exchange services might be able to help, though it is less common for them to deal with coins.
Banks do not usually have foreign coins so you are probably out of luck
